To level up mounts and pets you need to feed it charges that match its element, so for rocs which are Order creatures they would need to be fed charges that are also order. A roc can pick them up. I think the other flying mob that spawns around water can also do it. Rocs and some other flying mounts can pick up things (I thing it's the seagull and one of the dinosaur birds). I think you yourself can pick up objects, could include villagers I haven't tried. You can pick up villager children and run away with them too.
